Due to loads of withdrawals and disagreements in the
Asia/Africa pool, Israel sneaked through every round
without playing a match, but FIFA ruled that no team
could qualify for the World Cup without playing so a
special play-off was arranged against a runner-up in
Europe. Wales was drawn to meet Israel with one place in
the World Cup at stake.
